Eligibility Rules 

For an expense to be considered eligible for a grant, it must meet certain requirements. To ensure that all beneficiary entities participating in the operations have clear regulations in this regard, and to facilitate the work of the control authorities, the POCTEP Monitoring Committee approved the following eligibility rules for the Program:

Project Management Manual

The POCTEP 2021-2027 Project Management Manual (MGP) consolidates the rules for monitoring and justifying the approved operations (projects) and serves as the main guide and reference tool for those responsible for the operational management of these projects, both in the beneficiary entities and the main beneficiaries.

Indicator Manuals

All funded actions must have a clear results orientation, which must be measurable through indicators corresponding to each Specific Objective (SO). These guides aim to help with the quantification and justification of the indicators selected by the applications presented in the framework of the calls that are opened.

Form for Changing Administrative Data

The communication of changes in administrative data should be sent to the Joint Secretariat of the Program only via email, through the account proyectos@poctep.eu, indicating in the subject of the email the project code and name followed by “Change of administrative data.” The document must be dated, stamped, and signed: Form for changing administrative data

Programme Information System

The Interreg information system (CoFFEE environment), “CoFFEE Interreg,” is the platform where all information related to the Interreg VI A Spain – Portugal (POCTEP) 2021-2027 Program will be managed. It is aimed at beneficiary entities, auditors, as well as management structures.

The objective of the following guidelines is to make it easier to use the tool, as well as to facilitate user registration and the management of their different profiles:

Evolution Report Template: for the main beneficiary entity (lead partner): the operation certificates (OC) will be submitted and electronically signed by the MB entity and will consist of the expense validations from one or several beneficiary entities and a project evolution report.

Activity Report Template:  for all beneficiary entities, who in each expense validation must indicate the correspondence between the expenses included and the actions carried out.

IMPORTANT: Submission must be made exclusively through the Interreg platform (COFFEE environment), although these documents are provided as support.

Para que un gasto se considere elegible deberá cumplir también las normas de Visibilidad, Transparencia y Comunicación (VTC) obligatorias. A continuación se disponibilizan los principales recursos y documentos de referencia relativos al cumplimiento de estas normas.

 

 


Logo Interreg España-Portugal (POCTEP) 21-27

 

A continuación están disponibles las únicas versiones válidas del logo del Programa para el periodo 2021-2027. Estos archivos descargables deberán utilizarse sin alterar de manera alguna, garantizando su máxima visibilidad y nunca de menor tamaño que otros logos. Detalles sobre su uso son especificados en el Manual de Identidad Visual para proyectos más abajo. In the event that a preparatory expense or an activity is carried out prior to the approval of the application, the mention «application submitted» must be included alongside the Programme logo, as well as the reference «application submitted under the Interreg Spain–Portugal (POCTEP) 2021-2027 Programme» in all relevant documents and texts.
